Dispatch to indicate if the user has accepted or rejected the splash screen

Remarks

Payload is a boolean value, or null if the user has not made a choice. This action is useful when displaying Terms & Conditions on the splash screen. And you need explicit confirmation from the user before allowing them to proceed. This action is fired automatically when the user accepts or rejects the terms on the splash screen.
