Dispatch to request an OAuth token.

Remarks

For an authorization-code exchange, use grant_type, code, and redirect_uri. For refresh, use grant_type: 'refresh_token', refresh_token, and redirect_uri. Client credentials are injected by the service and are not part of this public action payload.
